His background includes experience as a Mortgage Officer for the New York City Community Preservation Corporation, and as a developer and general partner in multifamily market-rate and affordable housing projects. In the public sector, he was Director of the Zoning Study Group at the New York City Department of City Planning and he held senior staff positions in the Mayor’s Office of Development. He has been a Commissioner of the New York City Landmarks Preservation Commission, and a member of the New York State Council on the Arts Capital Review Panel. He received a National Endowment for the Arts Grant for Architecture and a Progressive Architecture Award for Urban Design. Freeman is a licensed real estate broker, a member of the Real Estate Board of New York. He holds a Masters Degree in City Planning from the City University of New York and Bachelors in Architecture from Cooper Union.
